Molina is considered among the top tribal lobbyists in the state of California. With a decade of experience, he has successfully navigated and passed multiple compacts for tribes throughout the state. His understanding of Tribal issues is based on deep knowledge and appreciation of the historical, cultural, and sovereignty perspectives obtained over years of working as a Tribal advocate. Molina represents and supports his client’s position on state legislative matters before elected members.

- Identify, review, and analyze all pertinent state legislative bills, resolutions, ballot issues, ballot questions, votes, fiscal notes, along with all relevant discourse
- Proactively identify and communicate legislative issues that may impact his clients, its members, or its business
- Review legislative policy statements adopted by other local government lobbying groups and Native American organizations to identify issues that may either positively or negatively affect his clients
- Provide timely written reports of legislative matters and developments to his clients
- Provide advice, recommendations, and support services including, but not limited to; correspondence, briefing papers, talking points, and written summaries
- Evaluate strategy for the support, opposition, or amendment of pending legislation within the State Legislature, the Governor and Executive branch officials including staff
- Establish and maintain working relationships with state legislative leadership, other legislators and staff, interested organizations, community groups, and other lobbyists as directed by the Tribal clients, and to foster such relationships between the Tribe and key decision makers
- Draft and deliver legislation, resolutions, and amendments while coordinating with bill sponsors and relevant state agencies as directed by the Tribal client
- Facilitate appointments/meetings between the Tribal clients and appropriate state officials and legislators
- Testify on behalf of the Tribe at hearings before legislative and/or regulatory committees
